Happy glad to see a lot of familiar names in the 2010 promotion list

Happy glad to see a lot of familiar names in the 2010 mid-level promotion list. Congratulations, all!  And many thanks to NDS for posting this.  It looks like State/HR is rolling out the lists as it did last year - in installments. 

Two names jump out of the FS-02 to FS-01 list because we have posted about them in this blog at one point or another: 

COLTON, ELIZABETH OVERTON  FS-02 TO FS-01

Most recently Public Affairs Officer at US ConGen Karachi, and currently Information Officer at the US Embassy in Cairo. She had been extended a year past her 65th birthday. We don't know if this promotion makes any difference. We realized that with her discrimination case dismissed in DC Court recently, the promotion may come as a happy sad development.  But as they often say over there in the big house -- promotion is not a reward for past achievements but a recognition of future potential. Really. 

CONROY, CARMELA A* FS-02 TO FS-01
Currently Consul General of the U.S. Consulate General in Lahore and one of our favorite fashionistas.
Prior to her assignment in Lahore, Ms. Conroy was the refugee coordinator for Afghanistan, Pakistan and Iran at the U.S. Embassy in Kabul.

Since joining the U.S. Department of State in 1996, Ms. Conroy has served as deputy principal officer in U.S. Consulate General Naha, Okinawa, Japan; advisor to the Provincial Reconstruction Team in Bamyan, Afghanistan; economic and commercial officer at the State Department's Bureau of Economic and Business Affairs, Washington, D.C.; political-military officer at U.S. Embassy Tokyo, Japan; and chief of the Non-Immigrant Visa Section, U.S. Consulate, Auckland, New Zealand. She has earned seven Superior/Meritorious Honor Awards from the U.S. State Department for her work.
