Do the math:
336 cases of 12 meals each = 4,032 meals.
Three meals a day means this is 1,344 days for one person but only 13.44 days for 100 persons.
How many people in this embassy?
This looks more like post is just rotating in a "fresh" emergency MRE supply than anything too untoward. Someone is doing some perfectly reasonable and prudent stocking.
This is only alarming if we conclude that post didn't _already_ have some of these tucked away in a warehouse or storage room.
